Needs appraisal report is necessary by any volunteer group before carrying out any project. It helps to identify information needs of a community to address issues instead of depending of the donor's perception. Often projects in rural communities are designed without proper and thorough consultation with the rural poor, leading to these being not well-accepted and under or non utilized.
